Internationally recognized as a leader in the fields of aviation and labor relations, Randy Babbitt has more than 35 years of aviation experience.
Babbitt began his aviation career as a pilot for Eastern Airlines and flew for more than 25 years. He served as President and CEO for US ALPA, the world’s largest professional organization of airline pilots. And he served as a Presidential appointee on the National Commission to Ensure a Strong Competitive Airline Industry.
In his capacity as a specialized aviation and labor consultant, Babbitt has been instrumental in advising both airlines and labor unions throughout complex restructuring initiatives and negotiations. He also has been called upon by numerous clients to analyze and explain industry economic issues.
Babbitt, a Presidential appointee to the FAA Management Advisory Council, has helped direct and achieve significant improvements in aviation safety and influence regulatory policy in critical areas of the industry. He was recognized by Aviation Week & Space Technology with the Laurels Award for outstanding achievement in the field of Commercial Air Transport.
Thomas E. Stalnaker, Managing Partner
Tom Stalnaker, a founding partner of Eclat Consulting, brings 17 years of experience to Eclat’s strategic planning team, with a focus on airline network analysis and route planning, alliance issues, and regulatory economics.
Well-versed in both international and domestic aviation issues, he has developed traffic and revenue forecasts for both passenger and cargo services, including forecasts to support major infrastructure investments around the world.
He has provided the economic analyses for numerous high-profile aviation regulatory proceedings, including contested international route cases, and has extensive experience in developing the analytical foundations for presentations to the legislative and executive branches of government. Stalnaker has also made numerous presentations to senior management at airlines around the globe.
Robert A. Hazel, Managing Partner
Robert Hazel has a broad background in aviation economics and commercial and regulatory issues, and is recognized as an expert on airports. A 20-year industry veteran, Hazel specializes in the full range of airline-airport issues, including air service development and market issues, airline-airport negotiations, airport planning, financial and regulatory issues, and corporate restructurings.
From 1993 to 2001, Hazel served as Vice President-Properties and Facilities for US Airways, where he managed all airport-airline issues for the company as well as over $1 billion in airport development projects. In prior positions, he served as the company’s lead lawyer for major aircraft acquisitions and corporate finance transactions, as well as senior regulatory counsel. Hazel is author of the “Airport Economics” chapter in the Handbook of Airline Economics.
He holds an AB from Princeton University, a JD from the University of Chicago Law School and an MBA in Finance from George Washington University. for full

Gary M. Harig, Senior Vice President
An expert in airline planning, pricing and marketing, Gary Harig developed the first successful airport-initiated business fare reduction program, which led to significant traffic growth for a regional airport client. Before joining Eclat, Harig was Vice President of Revenue Management for US Airways, where he was responsible for all pricing and yield management issues. In prior positions, he was responsible for route planning decisions at Eastern Airlines and has served as a Member of the Board of Directors of the Airline Tariff Publishing Company.

Aaron S. Taylor, Vice President
Aaron Taylor specializes in the development market-driven analyses to
promote successful implementation of strategic business planning for
airlines, airports and other aviation clients. Taylor created a proprietary
networking model to establish competitive carrier market share and carrier “service
premiums” to accurately determine passenger movement throughout
a network system. He also designed the Air Service Index Model, a valuable
tool in quantifying comparative air service levels for airports. His
expertise includes strategic business planning, passenger forecasting,
aircraft costing, and passenger/cargo route operating performance models.
He directs statistical analyses for McGraw-Hill’s Aviation
Daily, Airports, World Aviation Directory and Aviation & Aerospace
Almanac, and has served as Contributing Editor for Phillips Regional
Airline Directory .

John T. Donnelly, Vice President
John Donnelly has 25 years of experience in the airline industry, both
as an employee and analyst. His specialty is financial analysis
in support of labor negotiations. Areas included in Donnelly’s
range of expertise are contract costing, industry wage rate analysis,
contract language comparisons, and membership survey development. He
was intimately involved in several airline restructurings during the
past two years as both lead and supporting analyst.
In addition
to these consulting roles, Donnelly performs regular economic and airline
industry analyses for a major international union.

Eric Ford, Vice President Eric Ford, Managing Consultant, has a broad background in airline planning, pricing, and financial analysis. Eric’s experience includes management positions at United Airlines, Northwest Airlines, and US Airways, where he last served as Director of Pricing Development. His airline experience includes developing models to evaluate the benefits of various merger scenarios and models that measure the price elasticity between airports, as well as helping develop and refine airline flight profitability systems that measure the effectiveness of airline scheduling decisions. He has implemented pricing experiments at numerous airports, helped launch a low-cost airline within an airline, managed mail contract bids and bids for federal travel, overseen corporate discount programs, and was instrumental in developing airline policy positions on various regulatory and legislative issues.

Albert (Shengxi) Zhong,
Senior Consultant
Albert Zhong is one of the principal architects of the economic analyses
used in support of Eclat’s international analytic work, specializing
in air service marketing, hub and gateway assessment assignments, as well as
flight scheduling for both existing and start-up airlines. He has performed
in depth yield/revenue management analysis in helping Eclat’s clients
optimize the performance of select domestic routes. He routinely carries out
comprehensive air travel industry trend analysis utilizing data from a variety
sources. As a result, Zhong is well versed in the nuances and definitions of
the myriad of data sources used in analysis of the global airline industry.

Yelong
Han, Senior Consultant
Yelong Han has over ten years of experience in aviation industry market research and analysis. Proficient at various aviation databases and database programs, she leads analyses on a wide range of projects for airline and airport clients. With her knowledge and understanding of aviation industry and market environment, she is able to skillfully extract meaning from disparate aviation data and perform in-depth analyses involving projects of air service development and market penetration/development. Yelong has also played a significant role in the successful development and proper maintenance of the Eclat Air Service Model, a valuable database tool to monitor the industry trends and to measure airline market shares.

Jennifer Johnston, Analyst
Jennifer Johnston specializes in projects requiring analysis of Federal Aviation Administration regulations and policies as they apply to land use near airports. She is experienced in analyzing the effect of proposed development projects on the safe and efficient use of nearby airports. She also provides research and editing support for various projects.

Melissa H. Ureksoy, Creative Director
Melissa Ureksoy is responsible for Eclat's graphic design and production, creating
electronic presentations, books, posters, newsletters,
advertisements and brochures for the aviation industry. She has worked in visual
arts for more than 12 years, including service as a technical illustrator for
NASA.
Anthony J. Broderick, FRAeS, Principal Advisor
Tony Broderick is an independent aviation safety consultant who represents a broad range of aviation clients. Upon his retirement from his post as Associate Administrator for Regulation and Certification in the Federal Aviation Administration he had been, for more than 11 years, the senior career aviation safety official in Government.
As head of the FAA's Regulation and Certification complex, he was principally responsible for the development and enforcement of policy and regulations governing: the certification and continued airworthiness of aircraft; the certification of pilots, mechanics, and others in safety-related positions; the certification of all operational and maintenance enterprises engaged in U.S. civil aviation, whether domestic or overseas; development of regulations; civil flight operations; and the certification and safety oversight of some 7,300 U.S. commercial airlines and air operators.
Broderick, who is a private pilot, is a member of the Aeronautics and Space Engineering Board of the National Academies; and sits on the technical advisory boards of Aurora Flight Sciences, Inc.; the Center for Advanced Aviation System Development of the Mitre Corporation; and the Institute of Nuclear Power Operations.
